Priority Scorecards
The priority scorecards aggregate individual KPI performance into a composite assessment for each of the twelve Vision 2040 national priorities. Each scorecard applies a Red-Amber-Green (RAG) status methodology: Green indicates the priority is on track to meet its 2040 targets at the current trajectory; Amber signals partial progress with material risks to delivery; Red denotes significant underperformance requiring urgent policy intervention.
RAG determinations draw on the latest available data across all constituent KPIs for a given priority, weighted by target proximity and data recency. The methodology accounts for structural lags — indicators such as educational attainment or institutional quality inherently move more slowly than fiscal or trade metrics — and distinguishes between cyclical deviations and structural shortfalls.
The Overall Vision 2040 Scorecard provides an aggregated view across all twelve priorities, identifying systemic patterns and cross-cutting risks. Individual priority scorecards such as Governance and Institutional Performance, Economic Diversification, Education, and Digital Government and Procedures drill into the constituent indicators, implementation status, and policy gaps specific to each domain.
